Role Overview

The Senior Site Agent – Civils is a site-based leadership role responsible for managing the execution of major civil infrastructure projects. These include earthworks, road construction, stormwater systems, service installations, and structural works.

The role reports directly to the Contracts Manager and requires strong technical, operational, and commercial leadership to ensure successful project delivery in terms of safety, time, cost, and quality.


Key Responsibilities

Project Planning & Execution

  • Plan, coordinate, and execute civil works according to approved drawings, specifications, and project schedules
  • Develop and manage construction programmes including baseline, look-ahead, and resource-loaded schedules (using CCS and/or MS Project)
  • Oversee all site activities including earthworks, layerworks, roads, stormwater, services, and structural works

Site Leadership & Team Management

  • Lead and coordinate Site Agents, General Foremen, Engineers, and site teams
  • Provide strong on-site leadership, mentoring, and performance management
  • Support succession planning and skills development within site teams

Quality, Safety & Compliance

  • Ensure compliance with OHSA, environmental regulations, and contract conditions
  • Implement and maintain QA/QC systems including inspections, ITPs, snagging, and close-out processes
  • Manage risk, incidents, and crisis situations to ensure operational continuity

Commercial & Cost Management

  • Monitor site costs, productivity, and progress reporting
  • Manage labour, materials, plant, and subcontractors to achieve cost and production targets
  • Support accurate forecasting and financial tracking of project performance

Subcontractor & Stakeholder Management

  • Manage subcontractor performance, including SMME participation and labour-intensive project requirements
  • Maintain strong relationships with clients, consultants, suppliers, and community stakeholders
  • Ensure effective communication across all project stakeholders

Tender & Project Support

  • Contribute to tendering processes through constructability input and site experience
  • Provide lessons learned and site intelligence for future project planning

Minimum Requirements

Education

  • Degree or Diploma in Civil Engineering or related field (advantageous)
  • Professional registration as a Construction Manager with a recognised body (e.g. SACPCMP) or working towards it

Experience

  • Minimum 10 years in project planning on large civil or multidisciplinary engineering projects
  • 5–8 years’ experience as a Site Agent or Site Manager on civil infrastructure projects
  • Proven experience in earthworks, roads, services, and structural works
  • Strong experience in subcontractor management and contract execution

Added Advantages

  • Experience working under GCC, NEC, FIDIC, or JBCC contracts
  • Knowledge of COLTO, COTO, SANRAL, and SANS standards
  • Experience with MS Project, GPS systems, Total Station, and digital QA/QC tools
  • Exposure to public-sector infrastructure and SMME development projects
  • Demonstrated readiness for progression into Contracts Manager role
